The beginner's tank isn't draining from a lack of fitness. It's draining from panic. Under pressure you clench every muscle and hold your breath, and clenched muscles burn oxygen at a furious rate.
The blue belt runs on learned economy. Even stuck in a bad position, they keep the muscles loose and the breathing steady. That exhausted runner doesn't need more treadmill work to fix their gas tank. They need live training to teach them how to relax under pressure — and when it does, their stamina goes up fast.
